Erasmus+ and European Solidarity Corps

Informationen zur Teilnahme von russischen Einrichtungen an Erasmus+ und Europäisches Solidaritätskorps

Die Europäische Kommission hat folgende Bestimmungen zur Teilnahme von russischen Einrichtungen an Erasmus+ und Europäisches Solidaritätskorps beschlossen:

Key Action 1

  • Laufende Einzelmobilitäten, insbesondere E+ 131, 171 und VET-internationale Mobilität sowie Jugend und ESK, können fortgeführt werden.
  • Beantragte Projekte in der AR 2022 mit Mobilitäten aus Russland können genehmigt werden.

Bestehende Projekte

  • Projektpartnereinrichtungen aus Russland, die zu 50% in öffentlicher Hand sind oder durch den Staat kontrolliert werden, werden aus den Projekten ausgeschlossen. Russische Bildungseinrichtungen werden von der Europäischen Kommission als öffentlich oder staatlich kontrolliert eingestuft.
  • Wenn eine Einrichtung nachweisen kann, dass sie nicht zu 50% in öffentlicher Hand oder staatlich kontrolliert ist, darf sie im Projekt bleiben.
  • Kosten nach dem 8. April, die den russischen Einrichtungen anfallen, sind nicht eligibel.
  • Die Teilnahme von russischen Einrichtungen, die privat sind, nicht staatlich kontrolliert werden und keine Bildungsaktivitäten anbieten, kann weiterhin bestehen bleiben.

Possible Erasmus+ and ESC support measures in connection with the war in Ukraine

Current Erasmus+ mobility and cooperation projects can use unused project funds for activities in connection with the war in Ukraine. The original objectives of the projects must be met in any case. The additional measures should always have an Erasmus+ or ESC connection.

Those concerned may contact the project coordinators at the OeAD.

Examples of mobility support measures within the framework of Erasmus+ and ESC:

  • Refugees from Ukraine can be funded as “incomings” through Erasmus+ or the ESC. This applies to all target groups of the programme.
  • In international higher education mobility and in the youth sector current mobility partnerships with Ukraine can be expanded.
  • “Outgoing” mobility, especially of teachers, educational staff, youth workers or students for internship purposes in neighbouring regions of Ukraine can additionally be financed by existing funds in order to support organisations from all Erasmus+ programme areas and the ESC in the integration of refugees.

In particular, free funds from Erasmus+ Strategic Partnerships, School Partnerships and Cooperation Partnerships can also be used to implement other measures mentioned as examples.

Examples of other support measures

  • Psychological support, mediation and talking therapy for all Erasmus+ and ESC target groups (both for Austrians working with refugees from Ukraine and for the integration of Ukrainian refugees into the Austrian education system).
  • Conducting of workshops on topics such as democracy learning, active EU citizenship, participation.
  • Funding of language teachers (e.g. German as a Foreign Language) to teach the German language to refugees from Ukraine
  • Creation of new and use of existing Erasmus+ products to support refugees from Ukraine

Use of online platforms

Measures within the framework of the European Year of Youth

There are plans to support Ukraine-related projects (campaign, refugee support, fundraising, etc.) within the “Your EU Project” initiative within the framework of the “European Year of Youth”.

General conditions

Before carrying out individual measures you must consult the project coordinators at the OeAD.

If possible, the OeAD will agree on procedures with the project owners to minimise the additional administrative burden for project executing agencies and the OeAD.

In this context we are still waiting for further information from the European Commission about the specific requirements that must be fulfilled in the processing and accounting.

It must be ensured that the measures are not supported or financed by other national or European funds. Double financing must be excluded in any case.

General donations in cash or in kind from Erasmus+ or ESC projects to non-profit organisations to support people in or from Ukraine may not be funded as the general nature of the measure means that it is not related to the Erasmus+ or ESC programmes.

Erasmus+ and ESC stays in Ukraine can be aborted at any time. Additional costs resulting from premature departure from Ukraine, trips to Ukraine cancelled at short notice, cancellation costs, etc. will be borne by Erasmus+ or ESC and can be claimed from the OeAD as the national agency for Erasmus+ and ESC as force majeure in the course of the project settlement. We kindly ask all persons concerned to contact their project coordinators immediately.

For planned Erasmus+ and ESC activities in Ukraine it is recommended to consider alternative options, such as choosing another country.

Erasmus+ and ESC stays in Belarus and Russia can also be aborted at any time. The same rules apply as described above for Ukraine. Those concerned should contact their sending or host institutions. Your project coordinators at the OeAD will also be happy to answer any questions you may have.

Stays can be postponed flexibly during the project term. Please contact your project coordinator.

The OeAD has notified the possible host organisations for young people in the European Solidarity Corps (“Quality Label Holders”) in writing and stays in contact with them. We will provide all these volunteers and their placement organisations with the necessary individual support that is within our possibilities.
