From Global Expert to Local Champion: Paul T. Yillia’s Energy Ecosystem Vision for Sierra Leone

Dr. Paul Yillia is turning global experience into local impact—electrifying rural clinics, powering sustainable businesses, and building strong ecosystems for decentralized energy in Sierra Leone. Through TENN and national leadership roles, he’s driving climate-smart innovation at the energy–livelihood–healthcare nexus.

Paul is a seasoned scientist, policy specialist, and international advisor. He has returned home to Sierra Leone with a powerful mission: to transform the country’s decentralized renewable energy (DRE) landscape and drive integrated development solutions. As Founding Manager and Chief of Operations of The Energy Nexus Network (TENN)—which he co-founded in 2021—Paul is leading groundbreaking interventions at the intersection of energy access, social infrastructure, and climate action.
Under his leadership, TENN operates as a regional energy ecosystem hub, developing and scaling clean energy solutions for healthcare electrification, sustainable agriculture and fisheries, alternative livelihoods, and resilient microbusinesses. These efforts are focused on reaching the last mile communities in Sierra Leone—those living without reliable electricity and development support.
Paul’s work embodies a strong commitment to productive use of energy for improved social outcomes. With a team of early-career professionals, TENN is fostering cross-sector dialogue across health, water, education, agriculture, and climate—promoting energy as a catalyst for SDG-aligned transformation.
In parallel, Paul plays a national leadership role as Senior Technical Adviser to the Presidential Initiative on Climate Change, Renewable Energy and Food Security (PI-CREF). He is spearheading the creation of a Climate and Energy Finance Hub within the Office of the President to drive the country’s green growth strategy.
With over 25 years of experience in applied science, engineering, and development policy—including a key position at Sustainable Energy for All (SEforALL)—Paul brings global expertise to local solutions. His earlier roles have spanned organizations like the UN, FAO, UNEP, World Bank, and IIASA, and academic appointments in Austria, Malawi, Kenya, and the Netherlands.
Reflecting on his journey, Paul credits the APPEAR Programme and Austria’s support during his training years:
“It’s deeply satisfying to be back home after two decades abroad. Working with young people to electrify clinics, support livelihoods, and scale climate-smart innovations—it’s a dream come true.”
His initiatives today are powering rural healthcare centers, youth- and women-led small businesses, and agri-value chains with solar PV and innovative financing models. These high-impact, scalable solutions are positioning Sierra Leone as a leading model for integrated, community-driven energy systems.
